IBM Introduces New Digital Sovereignty Software

IBM

IBM has introduced IBM Sovereign Core, the industry’s first AI-ready, sovereign-enabled software designed to help enterprises, governments, and service providers build and manage sovereign environments with full operational control. As regulatory pressures and AI adoption accelerate, organizations increasingly require self-managed infrastructure that ensures jurisdictional control, auditable governance, and continuous compliance beyond basic data residency. Built on Red Hat’s open source foundation, IBM Sovereign Core embeds sovereignty directly into the software, enabling customer-operated control planes, in-boundary identity and key management, governed AI inference, and continuous compliance reporting within chosen jurisdictions.

“Businesses are facing growing pressure to innovate while meeting tightening regulatory requirements and recognizing the importance of controlling how sensitive data and AI workloads are accessed and operated,” said Priya Srinivasan, General Manager, IBM Software Products. “This shift is creating an urgent need for sovereign solutions that deliver AI-ready environments. With IBM Sovereign Core, we are helping clients move faster and with confidence— combining openness, compliance, and operational autonomy to meet the demands of the AI era, without the need to sacrifice sovereignty requirements.” Industry analysts highlight that Sovereign Core addresses the critical question of operational control and accountability as AI moves into production, helping organizations balance openness, compliance, and sovereignty in an increasingly complex geopolitical and regulatory landscape.
