OpenText Corporation, a global leader in data management and context for enterprise artificial intelligence, has joined forces with sovereign AI pioneer Cohere in a strategic partnership announced at the ALL IN AI conference. The collaboration is designed to deploy secure, trusted agentic AI solutions tailored specifically for public sector institutions and strictly regulated commercial industries.
The joint initiative combines the technology stacks of both companies to deliver a complete infrastructure for agentic AI deployments. OpenText functions as the foundational data and context architecture, managing unstructured, operational, and transactional enterprise data to supply AI agents with crucial situational awareness. Complementing this framework, Cohere delivers the application and orchestration layer via North-its secure, privately deployable agentic AI platform-powered by its advanced enterprise AI models to drive autonomous, complex workflows. Organizations retain full operational flexibility to host the solution on-premises or within private, public, or sovereign cloud environments according to their specific compliance, security, and data governance parameters.

Scheduled for general client availability in early 2027, the joint OpenText-Cohere solution addresses the specialized operational demands of public administration, healthcare, financial services, insurance, and global supply chains. In these highly governed environments, AI agents must evaluate trusted data sets and execute multi-system actions without compromising administrative control over physical data residency, system security, or deployment protocols. OpenText’s data management footprint already serves the world’s top 20 federal governments through its enterprise Content, Business Network, IT Operations Management (ITOM), and Cybersecurity product lines.

Under the agreement, Cohere’s agentic platform and enterprise models will integrate natively into OpenText Aviator AI agents. Additionally, a strategic reseller agreement through the Solution Exchange (SOLEX) program enables OpenText to distribute and support Cohere-powered solutions across both on-premises installations and the OpenText Cloud.
